Mark Goodger is an International Trade Specialist with major interests in WCO (World Customs Organisation) instruments, Customs modernisation, compliance to the RKC, implementation of WCO SAFE programmes and the future objectives of Trade facilitation and securitisation. He provides policy advice, consultancy and training on matters pertaining to all aspects of International Trade and Trade Law related to the South African Customs Union (SACU) and serves as the CEO of GMLS. He provides the WCO E-Learning to the SACU countries in the initiative of capacity building for the Private Sector and is an E-Learning Tutor.
Mark commenced his career with the South African Customs & Excise Department and, after a solid grounding in Customs Administration, joined various prominent International Freight Forwarders. He has served as CEO in a number of prominent Black Empowerment Freight Forwarding and Commercial organisations.
Subsequent to selling his shareholding in various self-created entrepreneurial enterprises, Mark has embarked on an initiative to focus on Capacity Building for Southern African Importers and Exporters. He pioneered the introduction of Customs & Excise Studies at various Universities and has the ambition to have Customs & Excise and Freight Forwarding recognised as a professional and specialised career in Southern Africa.
Currently Mark provides lectures at the University of KwaZulu-Natal which is situated in Durban, home of the greatest Port in Africa. He lectures on, Customs & Excise, International Trade Terms, International Business Practice, Free Trade Zones and Bill of Lading Law. He has also been invited to lecture on Customs & Excise by the University of Cape Town, Faculty of Law in the (LLM) programme and at the University of the North West.
Mark has achieved comprehensive study accomplishments as follows:-
Customs & Excise Public Service Training Award Programme; The National Diploma in Shipping and Forwarding Administrations; the FIATA International Freight Forwarders Diploma in World Competence (Montreal, Canada); the University of South Africa Diploma in Transport & Logistics and Freight Management Administration and various IATA and Dangerous Goods programmes. He has achieved the MAP Certificate at the Graduate School of Business of the Witwatersrand University in Johannesburg and holds a Masters Degree (LLM) in Maritime Law Studies from the University of KwaZulu-Natal. It is his goal to complete his PhD with a thesis in Customs Modernisation Projects.
Mark has the accreditation as a SAQA Assessor and Moderator which allows him to assess candidates for competency in Customs & Excise Unit Standards.

Advocate Tinus Barnard commenced his career with the South African Customs & Excise Department under the Ministry of Finance in the Pretoria Head Office of Customs & Excise, South Africa. Upon commencement he was drafted into the Imports and Exports compliance Department and therefore gained extensive experience in the practical application and implementation of the Customs and Excise Act and Procedures including the Enforcement of the Rules and Regulations.
During his employment at Customs & Excise in terms of promotion he was drafted into legal studies at the University of South Africa (UNISA) and completed his B Iuris Degree.
After completion of his B Iuris legal Degree he was transferred to the legal section of South African Customs & Excise Head Quarters. At this point he secured the opportunity to serve under Mr Henry Cronje (LLB) who is well renowned for his legal expertise and input into the creation and implementation of the South African Customs & Excise legislation. Mr Henry Cronje is also well known as the current editor of the Lexis Nexis legal publication titled: Customs Service, and is currently assisted by Advocate Tinus Barnard.
Advocate Barnard completed Tariff Classification, Valuation and other internal Customs study programmes within the legal department and also assisted in the training of Customs Officials.
Advocate Barnard received his LLB Degree in Law and joined the Department of Justice as a Prosecutor in the Johannesburg Regional Court and conducted prosecution in a variety of criminal and commercial matters. Having secured litigation experience, he again joined the Customs & Excise Department where he worked closely with the investigation and compliance unit in respect of numerous matters and prosecuted on behalf of the Department of Customs & Excise in a wide range of Customs Contravention matters ranging from fraud, bribery etc.
Advocate Barnard assisted the Customs & Excise Department in respect of its Administrative Procedures and Compliance in the promotion of the Administrative Justice Act and Constitution Act to ensure just and reasonable compliance by the South African Customs and Excise Administration to this statute.
Subsequently Advocate Barnard completed his pupilage and Bar Examination at the Pretoria Bar. He currently litigates in the High Court and Appeal Court dealing with a wide variety of Customs matters ranging from classification disputes, valuation assessments and consults to a wide scope of industry with specific experience in the motor, textile, liquor and tobacco industries to name but a few.
He currently practices out of George, in the Southern Cape, South Africa where he is an Associate Member of the Pretoria Bar and a Member of the South Cape Society of Advocates.
Since 2002 he was admitted an Advocate of the High Court of South Africa with right of representation in the High Court, Appellate Court and Constitutional Court. Advocate Barnard has also completed his higher Diploma in Arbitration with Professor Butler and is currently completing his Master of Commerce (MCom) in Shipping Economics with the University of KwaZulu-Natal in Durban, South Africa.
Ronnie van Rooyen is a highly skilled and experienced Management Professional who brings invaluable insight into the world of International Trade. He possesses Master-degrees in Maritime Law and Maritime Economics in addition to extensive work experience in the arenas of Customs, Cargo, Freight Forwarding, Imports and Exports.
